　　一、 办事的条件：

　　I. Who can apply:

　　符合下列条件之一的外国人，可申请办理R（人才）签证：

　　Foreigners who meet any of the following conditions may apply for an R (expert) visa:

　　1、 中国政府引进的外籍高层次人才。

　　1. High-level foreign talents introduced by the Chinese government;

　　2、 上海人才主管部门、科技创新主管部门认定的外籍高层次管理和专业技术人才；

　　2. High-level foreign management and professional and technical talents certified by the competent department of human resources and the competent department of scientific and technological innovation in Shanghai;

　　3、 上海科技创新职业清单所属单位聘雇的行业高级专业人才；

　　3. Senior industry professionals employed by the organizations included in the Shanghai sci-tech innovation occupation list;

　　4、 具有硕士以上学历（含硕士）的外籍人才；

　　4. Foreign experts with a master's degree or above;

　　5、 由上海张江国家自主创新示范区内企业、中国（上海）自由贸易试验区内企业、国务院批准设立的 “大众创业、万众创新”示范基地企业、上海市高等院校或科研院所工作聘雇或邀请的外籍人才；

　　5. Foreign experts employed or invited by enterprises in the Shanghai Zhangjiang National Independent Innovation Demonstration Zone, China (Shanghai) Pilot Free Trade Zone, mass entrepreneurship and innovation demonstration bases established with the approval of the State Council, or universities or scientific research academies and institutes in Shanghai;

　　6、 持R字签证入境，并持有《外籍高端人才确认函》的外籍人才；

　　6. Foreign experts holding a Confirmation Letter for High-level Foreign Talents and intending to enter China on an R visa;

　　7、 国内知名企业邀请的外国专家学者。

　　7. Foreign experts and scholars invited by well-known enterprises in China.

　　一、 办事的手续：

　　II. Documents required:

　　1、 本人有效护照及签证原件；

　　1. The applicant's original, valid passport and visa;

　　2、 提交本市住宿地派出所或本市宾旅馆用当前有效护照登记的境外人员临时住宿登记单原件及复印件；

　　2. An original and photocopy of the Registration Form of Temporary Residence for Visitors filled in with the applicant's current valid passport and issued by a local hotel in Shanghai or the police station in the district of Shanghai in which the applicant resides;

　　3、 提交填写完整的《外国人签证证件申请表》；

　　3. A completed Visa and Residence Permit Application Form for Foreigners;

　　4、 提交邀请单位申请公函；

　　4. An application letter issued by the inviting organization;

　　5、 交验邀请单位营业执照或有关登记证明；

　　5. Business license or registration certificate of the inviting organization
